Job Description:
Under the general supervision of the Finance Director, the Chief
Procurement Officer performs difficult, professional-level
purchasing and contract administration tasks associated with formal
and informal purchasing, contract negotiations, scope of work
review and development, interpreting and creating final contract
documents involving a wide variety of materials, supplies,
equipment, and services for the Town and overall management of all
Town contracts. The Procurement Officer is responsible for the
administration of purchasing and contracting activity for the Town
of Parker in compliance with all applicable federal/state laws and
regulations and Town policies and procedures. Works
cross-functionally within the Finance Department and town-wide to
improve procurement planning, budgeting, receiving and inventory
management, settlement and payment, spend analysis, and supplier
management. Communicates and interacts with vendor/contractor
community on high-level matters including conflict/problem
resolution where required. Contract management includes guiding the
definition of objectives for the negotiation and implementation of
contract language and contracts; overseeing and managing contracts;
developing and explaining contract terms to Department staff;
monitoring contractor compliance with contracts; and resolving
issues between contractors, vendors and end users involving
contracts. Contract management and performance oversight extends to
all Town contracts, including, for example, subdivision

EXPERIENCE:A Bachelor's Degree in Purchasing, Supply Chain
Management, Public or Business Administration, or a closely related
field; and a minimum of five (5) years of experience involving the
acquisition of equipment, supplies, commodities, or services for a
government agency or private company with a substantial purchasing
program involving a competitive bidding and negotiation process,
including supervisory experience.Certification from the Universal
Public Purchasing Council as a Certified Public Purchasing Buyer
(CPPB) within two (2) years of hire is required. Certification as a
Certified Public Procurement Officer (CPPO), while not required, is
preferred.NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:Knowledge
of:modern principles and practices of governmental procurement and
supply-chain management;the laws, ordinances, rules, and
regulations governing commodities and services purchased for the
Town;the methods, policies, and procedures involved in purchasing a
large quantity and variety of supplies, equipment, services, and
goods;contract law;the various contract development and source
selection methods;principles and practices of contract
negotiations, conflict resolution, and public
administration;contract negotiation and the awarding of contracts
based on the best bid;the various grades and qualities of
commodities available to be purchased;the sources of supply,
markets, and price trends;general knowledge of the principles and
practices of municipal finance, budgeting, and accounting; current
market conditions, trends, and new product development;
andtechniques of organizing and motivating individuals and
groups.Ability to:research and prepare highly complex
specifications, solicitations and contract documents;ability to
develop effective and cooperative working relationships with key
internal and external stakeholders;use appropriate judgment and
initiative in making recommendations and resolving problems that
are highly complex and sensitive in nature;analyze commodity
requirements, interpret market prices and trends, and apply
interpretations to procurement issues;negotiate contracts for
professional and non-professional services, construction and
supplies;effectively communicate orally and in writing, including
the ability to convey complex and technical subjects in a clear,
concise and positive manner;effectively ensure purchasing practices
are consistent, open, and designed to encourage maximum competition
and best value procurements by continuously reviewing policies and
procedures governing procurement in order to improve upon and
standardize the procurement process for the Town;establish and
maintain effective working relationships with employees, other
departments, Town officials, outside agencies, organizations, and
individuals;effectively implement philosophies, methods, policies
and procedures that will assist in the achievement of Department
goals;maintain open communications with the supplier/consultant
community to provide a comprehensive understanding of the
procurement practices and maintain confidence with the
Town;represent the department and the Town to other governmental
departments, other public agencies, organizations, suppliers,
consultants, contractors, and the legislative body;possess complete
integrity and a high sense of personal and professional ethics;
obtain a Colorado Driver's License at time of hire;work extended
hours as part of the Emergency Operations team in the event of an
emergency.successfully pass a pre-employment background including
but not limited to criminal history search, credit check, education
and certification verification, etc.Work hours typically Monday -
Friday, 8am - 5pm. Evening meetings may be required.Professional

$120,778.00 annuallyFull-time benefits include: Medical insurance,
